James Penn of Newport News helped plenty of people when he worked as a firefighter. But recently, when he scratched a Lucky Casino ticket from the Virginia Lottery, he needed a little help for himself.
“Oh my gosh, I think I need to go to the hospital!” he recalled thinking. What would cause that reaction? The ticket turned out to be a $500,000 winner!
He bought it at David’s Food Mart, located at 13195 Jefferson Avenue in Newport News. The store receives a $10,000 bonus from the Lottery for selling the ticket.
Mr. Penn told Lottery officials he had been planning a trip to Las Vegas before he won. “I always have fun in life,” he said. “Now I get to have more fun!”
Lucky Casino is one of dozens of Scratcher games from the Virginia Lottery. Mr. Penn is the second player to claim the top prize, which means two top-prize tickets are unclaimed.
Nearly 95 cents of each dollar spent on the Virginia Lottery by players goes back to the Commonwealth in the form of contributions to education, prizes and retailer commissions. Since 1999, all Virginia Lottery profits have been designated solely to K-12 public school education in the Commonwealth. In that time, the Lottery has turned over more than $4 billion for Virginia’s public schools. The latest annual profits of $439.1 million currently represent about 6 percent of state funding for public education in Virginia. In 21 years, the Lottery has sold more than $21.1 billion in tickets, awarded more than $1.1 billion in retailer commissions and paid more than $11.6 billion in prizes to players.
