BALANCED SCORECARD
The complete Balanced Scorecard includes three elements: (1) the strategy map with its strategic objectives, (2) indicators, and (3) strategic initiatives.
Strategy Map
The Virginia Lottery strategy map represents the core values and strategic objectives (organized into four themes) necessary to achieve the Lottery's mission, vision, and strategy. Using the balanced scorecard ensures the development of a comprehensive and balanced business strategy and plan.
Strategic Objectives
A strategic objective is a key goal or result that the Virginia Lottery is striving for in its strategy. The overall mandate is to move all strategic objectives forward; this will be achieved at a different rate for each strategic objective.
Strategic Initiatives
A strategic initiative is an activity designed to close a performance gap for a particular strategic objective. A strategic initiative has a defined scope, beginning, and end; will not be repeated; and has resources assigned to it.
Strategic Themes
A strategic theme is comprised of 4-6 strategic objectives (on a strategy map) that have an effect on one another. Strategic objectives within themes show the collective efforts necessary to achieve the theme over several years.
Indicators
Indicators measure the performance of strategic objectives and may be measured either quarterly, semi-annually, or annually. A strategic objective may have multiple indicators. Performance is shown as green, yellow or red. Green performance is above or equal to target, yellow performance is below target, and red performance is considerably below target.
CORE VALUES
The Virginia Lottery's core values form the foundation of all of its activities. Core values represent the basic, shared beliefs that govern individual and group behavior at the Lottery. They define and represent the way things get done. These core values will be reflected in everything the Virginia Lottery does and in how its employees deliver service. Core values remain stable over time and include Collaboration, Customer Focus, Empowerment, Innovation, and Integrity.
Collaboration
We have a passion for working closely with each other, customers, partners and other stakeholders, regardless of location or department, to achieve the Virginia Lottery's goals and objectives as a team. Working together effectively includes listening to what others say with respect and understanding; engaging in two-way communication and dialogue; providing support and encouragement to each other; and sharing ideas, knowledge and resources freely for the common good.
Customer Focus
We are dedicated to meeting the expectations and requirements of our internal and external customers. We get first-hand customer information and use it to improve our products and services. We act with the customers in mind, while establishing and maintaining their respect and trust.
Empowerment
Everyone at the Virginia Lottery understands our strategy, goals and objectives. Everyone is willing and able to take appropriate, strategy-focused action independently and proactively when they see the need. Each of us has the power to make decisions that will positively affect business results. All of us participate by actively sharing critical information, ideas and opinions to make the strategy a reality.
Innovation
We combine our knowledge of customer needs, current and future marketplace trends, industry best practices and advances in technology with our passion for creativity. The outcome is the proactive development of new and improved Lottery products and services, partnerships and ways of doing business. Our focus on innovation translates into opportunities for personal growth for our people, increased customer satisfaction and enhanced financial benefits for Virginia's public schools.
Integrity
Acting with integrity means that we are honest and trustworthy in every interaction with our customers, partners, stakeholders and each other. It also means that we do what we say we are going to do when we say we are going to do it. This responsibility and accountability for individual and team performance are standards we all live by. All of us understand that acting with integrity is critical to maintaining the public trust and confidence required to ensure transparency and security at the Virginia Lottery.

Since 1988, the Virginia Lottery's goal has been to produce fun games that players would enjoy. When players have fun, sales continue to increase and more profits can be turned over to the Commonwealth. Since 1999, 100% of the Lottery's profits are transferred to public education, K-12.

Since 1988, the Virginia Lottery has been producing fun and exciting games for Virginians to enjoy. When players have fun, the Lottery has fun! With every game purchase, sales increase, and more profits can be turned over to the Commonwealth. And since 1999, 100% of the Lottery's profits support Virginia public education, K-12.

To lead the Lottery through its third decade, teams of employees have developed a long-term strategy in the balanced scorecard framework, which includes a strategy map, indicators to measure progress and strategic initiatives. The balanced scorecard will help ensure successful implementation of the Lottery's mission, vision, and strategy statement:

  • Mission - Contributing to Virginia's future one play at a time.
  • Vision - the Virginia Lottery will become an innovative leader in delivering games to the broadest possible consumer base.
  • Strategy statement -  To increase the number of adult Virginians who play at least monthly to 37% by December 2017, we will focus our efforts on the digital needs of consumers and provide a
    superior customer experience.

To establish the foundation for achieving these goals, Lottery employees identified five core values – guiding principles of the utmost importance to everyone at the Lottery, collectively and individually:

  1. Integrity
  2. Innovation
  3. Collaboration
  4. Empowerment
  5. Customer Focus

Lottery leadership identified four strategic themes that are part of the strategy map:

  1. Delivery Method Innovation
  2. Consumer Research & Support
  3. Operational Excellence
  4. Social Responsibility

There are 25 strategic objectives within the four themes on the Lottery's strategy map.  The strategy map can be viewed using the link at the upper right corner of this page.

How will you know that the Virginia Lottery is making progress? Indicators will measure performance to see how well the Lottery is achieving the 25 strategic objectives. Performance will be reflected in colors: above or equal to target (green), below target (yellow) or considerably below target (red).
