Virginia Lottery Board approves proposed permanent casino gaming regulations -- Extensive regulations go to Governor’s desk, followed by public comment period

“The Lottery’s Gaming Compliance Department and Office of General Counsel have been diligently working to set up the regulatory and licensing framework to ensure casino gaming in Virginia is secure and transparent,” said Virginia Lottery Executive Director Kevin Hall. “In this role, we see the Lottery as the public’s watchdog, confirming that the law and regulations are followed, and the integrity of casino gambling is protected.”
Currently there are four proposed land-based casinos in Virginia: in Bristol, Danville, Norfolk and Portsmouth. Each was approved by voters in local referenda in November 2020. A fifth proposed casino, in the City of Richmond, is on a different timetable and has not yet been approved by local voters. It is expected to be on the ballot in November 2021.
The application period for casino operators opened in April 2021. As materials are submitted, the Lottery will conduct a comprehensive review of each, which includes criminal history and financial review.
The Virginia General Assembly assigned regulatory oversight of expanded gaming in the Commonwealth to the Virginia Lottery in 2020. Expanded gaming is comprised of both land-based casinos and mobile sports wagering.
Lottery Board members today also received an update on mobile sports wagering, which launched in Virginia in late January 2021. There are ten approved permit holders to provide sports betting in the Commonwealth, with seven currently accepting wagers. The Virginia Lottery was created in a 1987 referendum by Virginia voters. Under legislation passed by the Virginia General Assembly in 2020, the Lottery also assumed regulatory oversight of sports wagering and casino gaming in the Commonwealth. While proceeds from traditional games offered by the Lottery support a variety of K-12 programs, the taxes generated by sports wagering and casino gaming will benefit other priorities of the Commonwealth.

One of those tickets just happened to win the game’s $100,000 top prize.
The next morning, she arrived early at the Virginia Lottery’s Hampton Roads customer service center in Hampton.
“I’ve been up all night checking every five minutes just to make sure it doesn’t disappear!” she said.
Clue is one of dozens of scratcher games available from the Virginia Lottery. It features prizes ranging from $5 up to that $100,000 top prize. This is the first top prize claimed in the game, which means two more top prizes remain unclaimed.
The chances of winning the top prize are 1 in 1,101,600. The chances of winning any prize in this game are 1 in 4.54.
You can bet Ms. Humphrey plans to celebrate her win. “I’m going to party like no other!” she told Lottery officials.

“Either I wrote a number down wrong, or I got this!” Norfolk man wins $255,000 in Cash 5 with EZ Match drawing

“I said, ‘Wait a minute!’” the Norfolk man told Lottery officials. “Either I wrote a number down wrong, or I got this!”
Mr. Davis matched all five winning numbers in the June 2 drawing with a ticket he bought at the Food Lion at 3530 Tidewater Drive in Norfolk. The prize was a $255,000 jackpot.
Those winning numbers were 8-10-14-24-42.
Cash 5 with EZ Match features a rolling jackpot starting at a minimum of $200,000. The odds of matching all five numbers to win the jackpot are 1 in 1,221,759.

Virginia Lottery releases May casino activity report

Today, the Virginia Lottery released its report on casino gaming activity for the month of May 2025. There are three operating casinos in Virginia: Hard Rock Bristol, Rivers Casino Portsmouth, and Caesars Virginia.
During May, gaming revenues from Virginia casinos totaled $85.4 million. Virginia law assesses a graduated tax on a casino’s AGR, or wagers minus winnings, and $15.4 million in taxes were paid to the Gaming Proceeds Fund.

Of the state tax on casino AGR, the statute specifies distributions to the Problem Gambling Treatment and Support Fund, the Family and Children’s Trust Fund, and the host city. For the Bristol casino, statute specifies the portion of taxes reserved for the host city go to the Regional Improvement Commission (RIC). The timing of the tax distributions varies, but the allocation of the monthly taxes from the casino activity is as follows:

Fredericksburg woman collects top prize in Money Tree game

The Fredericksburg woman won the $100,000 top prize in the Money Tree scratcher game. She bought her winning ticket when she went grocery shopping at Giant Food Store, 35 Town and Country Road in Fredericksburg.
“I scratched it and said, ‘Something must be wrong!’” she told Lottery officials, describing the moment she discovered her ticket was a big winner.
This is the third and final top prize claimed in Money Tree (game #2308), which means the game is closed. It is the Virginia Lottery’s policy to end games after the final top prize is claimed. The chances of winning the top prize in this game were 1 in 1,020,000, while the chances of winning any prize were 1 in 4.26.

Two big Virginia Lottery prizes set to expire soon - including $1 million prize

• A ticket won $1 million in the Virginia’s New Year’s Millionaire Raffle drawing on January 1, 2025. The ticket was bought at the Food Lion at 30 Windward Drive in Fishersville. It is set to expire at 5:00 p.m. (close of business) on Monday, June 30.
• A ticket won $50,000 in the December 28, 2024, Powerball drawing. It was bought at the 7-Eleven at 9113 Route 1 in North Chesterfield. It is set to expire at 5:00 p.m. (close of business) on Thursday June 26.
By law, winning tickets in Virginia expire 180 days after the drawing. Unclaimed prizes go to Virginia’s Literary Fund, which provides low-interest loans to localities for public school construction, renovations and technology upgrades.
The $1 million winning Raffle ticket was one of five $1 million winners in the annual drawing. The other four have been claimed. The unclaimed ticket is #229618.
The $50,000 winning Powerball ticket matched four of the first five winning numbers in that drawing, plus the Powerball number. The winning numbers in the December 28 drawing were 6-31-51-54-55, and the Powerball number was 12.
Whoever has the winning tickets should contact the Virginia Lottery immediately. The Lottery has eight customer service centers across Virginia where the ticket can be redeemed.

Virginia Lottery Pick 4 players break the bank with the combination 4-4-4-4

Players wagered a total of $438,939 and walked away with $7.9 million in total winnings. That means the Lottery paid out 18 times what it took in for the drawing.
Quadruple numbers tend to be very popular in the Pick 4 game and are some of the most heavily wagered. A player who matches all four numbers on a $1 wager wins $5,000.
Pick 4 drawings are held daily at 1:59 p.m. and 11 p.m. The chances of matching all four numbers in exact order are 1 in 10,000. Tickets can be bought at more than 5,300 business retailers across Virginia, on the Virginia Lottery’s app or at valottery.com.

Virginia Lottery releases April sports wagering activity report. Total handle increased 8% year over year.

The Virginia Lottery today released its report on sports wagering activity submitted by licensed operators for the month of April 2025.
Between April 1 and April 30, 2025, Virginians wagered $609,713,988 (“handle”), 8.2% higher than last April. A complete list of all approved operators can be found here, under the “approvals” tab. For April, fourteen mobile operators and three casinos were authorized to accept wagers in Virginia.
Virginia bettors won a total of $546,920,765 for a combined 10.30% operators win percentage (“hold”).
State law places a 15% tax on sports betting activity based on each permit holder’s adjusted gross revenue (AGR), which is defined as total wagers minus total winnings and other authorized deductions.

Gate City teacher wins $2,500 from the Virginia Lottery. School receives $2,500 credit from The Supply Room for ten years of Thank a Teacher.
May 29, 2025 — Gate City, VA

Drew Vermillion, an eighth-grade math teacher at Gate City Middle School in Gate City, won $2,500 courtesy of the Virginia Lottery and its partners, IGT and NeoPollard Interactive. The school where Vermillion teaches, Gate City Middle School, will receive $2,500 in supplies from The Supply Room.
Vermillion’s name was randomly selected in the prize drawing from nearly 25,000 entries submitted by teachers who entered a special code from their thank-you notes. On May 29, the Virginia Lottery and its partners gathered to surprise Vermillion in a school-wide presentation just two days ahead of summer vacation.
The tenth iteration of the award-winning Thank a Teacher campaign was held in conjunction with National Teacher Appreciation Week (May 5 - 9). This year, over 210,000 thank-you notes were sent to Virginia K-12 public school teachers by their students, parents or other Virginians. The notes, which could be hard-copy or electronic, each had one of three pieces of artwork designed by Virginia elementary, middle and high school students who won the Thank a Teacher Art Contest.
When teachers received their thank-you notes, they could use a unique web code on the note to enter for a chance to win the grand prize.
The Thank a Teacher campaign is a unique partnership between the Virginia Lottery, The Supply Room, IGT and NeoPollard Interactive. It is an initiative to celebrate those teachers whose hard work and inspiration have made a difference in so many lives. Over the last ten years, the program has recognized 22 educators throughout the state.

The Virginia Beach woman bought a Black Diamond Dazzler ticket at the Food Lion at 5277 Princess Anne Road and tucked it in her purse. It wasn’t until several days later that she remembered she had the ticket, scratched it while sitting in her car, and discovered she’d won $250,000.
She told Lottery officials that once she stopped crying, she called her husband with the good news.

Winchester man is awakened to learn he won $100,000 in Powerball drawing
May 29, 2025 — $100,000 — Winchester, VA

However, for Scott Skinner of Winchester, it was a good thing.
He said when his wife got him up from a deep sleep, it was because she had just discovered he had won $100,000 in the previous night’s Powerball drawing.
“I looked at the ticket and said, ‘You’re right!’” he told Virginia Lottery officials.
He bought the ticket for the May 10 drawing at the Sheetz at 133 Botanical Boulevard in Winchester. When the winning numbers were drawn, that ticket ended up matching four of the first five numbers plus the Powerball number. Normally, that wins $50,000. However, he spent an extra dollar for Power Play® when he bought the ticket, which doubled the prize to $100,000.
The winning numbers were 5-20-28-39-42, and the Powerball number was 13. He selected the numbers on his ticket using a combination of important family dates. Mr. Skinner said he has no immediate plans for his winnings except to pay bills.
Powerball drawings are held at 10:59 p.m. Mondays, Wednesdays and Saturdays. The odds of matching all six numbers to win the jackpot are 1 in 292.2 million. The overall odds of winning any Powerball prize are 1 in 25.

“I always said, ‘One day I’m going to win big!’” Burke woman wins nearly $280,000 in Cash 5 with EZ Match drawing

“I always said, ‘One day I’m going to win big!’” she said.
And she was right. The Burke woman matched all five winning numbers in the May 9 drawing to win a $279,708 jackpot.
The winning numbers were 2-9-16-29-35. Ms. King used Easy Pick, opting for the computer to randomly select the numbers on her ticket. She bought her ticket at the Safeway at 5727 Burke Center Parkway in Burke.
Cash 5 with EZ Match features a rolling jackpot starting at a minimum of $200,000. The odds of matching all five numbers to win the jackpot are 1 in 1,221,759.
All Virginia Lottery profits go to K-12 education in Virginia. Ms. King lives in Fairfax County, which received more than $53.4 million in Lottery funds for K-12 education last fiscal year. In Fiscal Year 2024, the Lottery raised more than $934 million for K-12 education, making up approximately 10 percent of Virginia’s total K-12 school budget.
